PAXEast Backup Ribbons: Too late?

Hi everyone: I'm not going to PAXEast this year, but some of my friends are, and a few of them have only recently heard of Backup ribbons, and so couldn't request their own in time to have them sent. They would very much like to get their hands on a couple, as they would like to help should they witness any acts of harassment, and make it as apparent as possible to receivers of harassment that their intention is to provide aid.

As someone who decided against going this year, I didn't commit the available info regarding the ribbons to my memory.

Will anybody at the con be distributing them? Is this even the right place to ask that? What are the guidelines for people wearing the ribbon? Should I be asking these questions somewhere else?
