[Some may have heard the odd and unfortunately cacophonic sounds of another group of 'musicians' during their wanderings around the City. Others may not have. But regardless of that fact, there is another source of loosely-termed 'music' wandering through the city today.
You see, Seifer has somehow gotten his hands on a bagpipe and is wandering through the streets with it. The only real problem is... he's never seen a bagpipe before today, so the sounds he's making more resemble a dying animal than actual music. Your options, should you choose to accept them are:
1) Yell at him
2) Ask him wtf he thinks he's doing
3) Ignore him
4) Pay him to go somewhere else
5) None of the above
