So, even the EDF was defeated. It's unfortunate, it was a good experience fighting alongside them. One thing Lockon, Setsuna, and Miss Sumeragi got right...no matter. If they're as strong as I know them to be, they'll rebuild. And we'll be there with them. We have to lay low for now, but I have every confidence in...okay, I have some confidence in our remaining crew and technicians. And almost no confidence in the Wang family, but they're our last remaining allies...
Setsuna. Allelujah. Forgive me, but I cannot come find you yet. Give me time, and I promise, we will rebuild Celestial Being together.
Tieria spends the timeskip rebuilding Celestial Being. With Sumeragi deserted and living as a civilian, Allelujah captured, and Setsuna MIA, Tieria is left as the highest-ranking member of a weaponless Celestial Being, and gladly takes command. Naturally, given the state of the world (especially since the EDF was wiped out), Tieria considers Celestial Being's work unfinished, and dedicates himself to directing the remnants in designing building a new Ptolemaois-class vessel, and a new generation of Gundams with a new system he hopes to use to trump all previous GN technology - the Twin Drive System. Quite a feat when your useful personnel consist of a grieving Feldt Grace, a half-dead Lasse Aion, and the Vashti family, desu. In short, Tieria spends a year turning four GN Drives into a revived armed intervention force, with the rather suspiciously free help of the Wang family, long-time Celestial Being collaborators. He also makes everyone start wearing really silly uniforms, because he's Tieria.
In addition to all this , Tieria is busy gathering intelligence. These new "peacekeepers", A-LAWS draw his particular attention, using as they do improved versions of the pseudo-solar furnaces. He believes, correctly, that they are the successors to whatever conspiracy Alejandro Corner had in mind, and that it goes far deeper than that single megalomaniac traitor. They're still somehow maintaining control of Veda, after all. He also keeps tabs on the EDF and its rebuilding process - they were his comrades for a time, and he hopes that they come back as strong as Celestial Being will. He also, specifically, gathers every bit of data on this [Silentium] entity he can for his personal analysis, up to and including hacking what little battle record data exists from the EDF remnants. He could probably just ask, but doesn't want to expose Celestial Being as still in existence before they finish rebuilding. Besides, he's only doing it to try and help them eventually defeat this enemy - it's for their own good.
