sooo i just realized that with my paycheck after next (the one i was going to use for portland/vespa?) that if i get my taxes within the next few days, and i save that check then i can totally get a vespa. no portland for me.
i know that. but by the time that i get it fixed (my friend taylor restores them and will do all my labor for free, and can get me a good price) i will have my license. and i'm not going to be able to ride it until its warm anyway.
new is probably cheaper. vintage is going to cost you more because they need regular maintenance. and vintage are more time consuming. but they are better in my opinion. i'm probably going to spend 12-1400 on the bike alone. and then gradually spend more on whatever parts i need to make it happy.
basically you have to watch course videos, have a written test, and then do a road test around cones and stuff. they supply the bike but you can bring your own. theirs are all motorcycles, so if you want to bring a scooter that will probably be easier to control since they are different to handle then motorcycles.
more importantly, you have to have a motorcycle license.

...how hard is it to get a motorcycle license?
Are there driving classes involved? Or...something?
