Bloody Lucius. I said I would advocate for his magic; I did not say he could name-drop as though I am some sort of weapon to be wielded against his warden...
As stated above, I do advocate the restoration of his wand and abilities, as I do for all inmates with magical ability.
However, in the case of Lucius Malfoy, I suggest a compromise. Restoration of his abilities, with the caveat that he can not perform spells used to harm others. I also suggest requiring him to work in exchange.
I advise against making him beg, or punishing him with the revocation of his magic, not because of a belief that it is his right, but because it will do you no favours with him. He has little regard for Muggles, and that you are in a position of authority over him will chafe enough without the additional resentment which will result if you use his abilities to punish him.
That said, he is your inmate - and unlike most on this ship, I trust your judgment to handle the situation with the respect and consideration it deserves. I will not allow myself to be used by him to undermine your authority.

I think that you do but I am already concerned that he will attempt to bring all grievances to you.

I have only promised him that I will advocate for his magic. With the above, I have been as good as my word.
