The Hitchhiker's Guide to the Galaxy has a standing editorial policy on Time Lords. Finely honed over the course of many law suits, the subtle nuances of this policy are crucial to understanding Gallifrey's place in the universe. The policy itself can be found printed in large, not-very-friendly letters on the first page of every researcher's handbook, and reads: "AVOID."

Ford Prefect, who hadn't blinked since first catching sight of the creature talking to Arthur, agreed.

"But the eyes," he whispered to Arthur. "Surely you can't trust someone with such wild, staring eyes."

For some reason, Arthur found this amusing.
