[All around the City one might notice strange posters being plastered up on anything with a surface. Telephone poles, sides of buildings, doors, trees and even the fountain have been covered in them. These posters, made poorly with crayons, are being put up by one green haired witch

Not directly, I was mostly talking about whoever was paid to design and manufacture what looks like a happy, sleeping used tissue as a mascot.
