Well, it helps to think of Valentine's Day and White Day as one coherent holiday. Most Earth cultures unify the two days; Japan, however, separates it into a day for women to make gifts and a day for men to return those gifts. Understand?

Possibly. Commonly, though, gifts are given on White Day only as reciprocal gifts from Valentine's Day. In other words, those who gave the most would receive the most. Of course, exceptions are made for cases where a boy might feel particularly strongly towards a girl... or when boys would give gifts to other boys, of course.
