She thinks that everybody wearing masks will make us all anonymous. And then she could 'walk among her people' undetected or some such bullshit.
Delusional monarchy aside, they fuck with you pretty hard if you don't wear the mask in public. So, it's better to at least fake it when you're out among the residents.
