There might not have been a way to hold on to freedom and free will but the angels weren't designed like humans were. From the Beginning humans had choices laid out before them while the angels were more like an extension of God Himself - a hand that She/He could stretch across the world if She/He so desired. If She was going to give Her angels freedom then She certainly wouldn't have done it that way.]
The blame does not lie entirely on your shoulders. Angels simply weren't meant to carry the weight of the world and Heaven on their shoulders. In doing so it was much like a mother bird pushing her young out of the nest before they were capable of flight and not helping when they fell.

[If Castiel had truly been one of Her angels then not only would he have not needed to do what was necessary but had he started to seek out purgatory She would have cast him out. But this was not Heaven and he was not truly Her son so She places a hand on his shoulder.]
