2. Create a new layer and fill with #6DCFF6. Set to burn at 100% opacity

3. Create a new layer and fill with #001C32. Set to exclusion at 100% opacity

4. Duplicate your base & drag it to the top, set to soft light

5. Create a new layer and fill it with #6DCFF6. Set to burn at 100% opacity

6. Unsharp mask, add text, brushes, whatever you like.
