Been raining steadily all night, which brings forcibly to mind a very cogent point, in my opinion... Why the fuck are there no flood protection works anywhere along the Avon river?!? This thing runs through the centre of the CBD, and through a fair bit of the residential areas, and there's nothing to stop it topping its banks and flooding the surrounding area.

There aren't the same factors at work, although apparently the Waimakiriri river to the North has started to get some folk rather worried. But still, all the Avon has to do is top the banks by about 20-30cm and it will start flooding homes. I've been here less than half a year, and the Avon has hit the road along Avonside Road TWICE that I'm aware of. The rivers that flooded in the 84 flood down in Invers don't do that as often, and they've got far larger catchment areas...
