Question about "Fires of Pompeii"

If Pompeii was always going to happen, a fixed event that the Doctor can't change, then is what he does with Donna really a choice?

Can his sadness with Donna be not because he's forced to make a difficult moral choice (which is how I first interpreted the scene), but simply the realization that he HAS none? That he's behind the deaths of so many people?
