As vunderbar as it would be to see the Master, I would put a safer bet on the Doctor going up against the Daleks in any return to the theater.
They were the selling point of the first two movies and I think the general public, who is only interested in seeing the iconic (not saying Master isn't, but c'mon, DALEKS) villains such as Joker and Doctor Octopus, would flock harder to a Dalek movie than a Master movie. We of the fandom would give equal consideration, but remember, studios are selling to more than the fandoms.
I enjoy both the DW/Veggie Tales and the DW/Lina Lamont!! icons. :D
I think there going to have to have a really, really solid storyline before they make a movie. Going back to TV shows that were made into movies *coughxfilescough*... They weren't very good. And that might be because an hour and a half long episode just isn't really that special.
I'm all for some higher quality CG, and a movie.
...
Maybe the Time War? Though I don't think you could really do all of it in an hour and a half. That's another series on it's own.
I still say the Time War is something that can be best done in a series of novels co-written by RTD. I have this notion of a long and brutal drawn out war like the Clone Wars of Star Wars which was marvelously handled in various forms of extensive media. Putting in that format frees up extensive use of Eight and any and all past Doctors since you don't have to be constrained by the actors.
Novels, graphic novels, animated mini-series, I'm game. Sadly I think RTD would prefer the Time War to be the Great Unspoken. Which is a pity, since by virtue of its being a *time* war there are many ways it can go. And they could contradict and yet still all be "true".
And yeah, no love for Eight? Or do you mean a theatrical movie?

(Your icon is possibly the randomest DW crossover I've seen. Seriously. DW/VeggieTales? Win!)
