well, if they're being led by a camera truck along a hitch, then the actor has no control over the vehicle, they just pretend. same as if it's a green screen/rear projection setup.

It seems odd, doesn't it? But then, my sister in law doesn't drive, and she's late thirties - but she lives in London. I think it's a combination of public transport (in the capital, at least) being pretty good, and of the roads / congestion / parking being so absolutely dreadful that many people living there don't keep a car at all.
