Warning: No spoilers for either show, but Oliver is season 9 Oliver. Other than that I didn't really set it at any specific point in canon for either show.
Author's Notes: Okay, this is the first half of a birthday present for lanapedia. She asked for Oliver/Phoebe and...this is what came of it. It kinda took on a life of it's own. And I liked writing it so much that there might be more one day. We'll see. Happy birthday babe, hope you like it!!
Summary: Five times Phoebe saved Oliver and one time he saved her.

i.
Phoebe met Oliver Queen when he stumbled out of a bar one night and fell into her arms.

Oliver had left Metropolis after the incident with the bomb, because he needed to figure things out, and clearly sticking around there wasn't going to help him. Business had him in San Francisco, and he kinda liked it there, so he was laying low for awhile. Somewhat.

He had found a bar he liked called P3. It was loud and easy to blur into the crowd, just as he wanted to do. He hadn't intended on meeting Phoebe the way he had. The truth was he had seen her at the bar before. He had watched all the sisters, but there was just something about Phoebe that kept his eyes drawn to her. It was no surprise though that she looked at him blankly, with no recognition, when he stumbled into her.

“Whoa there, buddy. You okay?” Phoebe caught the man and quickly supported his weight, as it was clear he was drunk and ready to fall to the ground. He looked up into her eyes and almost immediately she was hit with a feeling of complete emptiness. Her eyes relaxed into sadness and she tried to get him upright. “No, you're not are you?”

“Oliver,” Oliver mumbled.

“Oliver?”

“That's my name,” he nodded. He tried to stand up on his own, but swayed a bit. He grabbed onto her shoulder.

“Well Oliver, do you have a friend to take you home?” Phoebe kept a hand on his chest and watched him patiently. Her empath powers aside, the lost look in his eyes broke her heart. It was a kind of lost she hadn't seen in a long time. It reminded her of a time in her own life, a long time ago.

“No, I don't,” he said.

Phoebe nodded. “Okay, well how about I call you a-” She stopped when he puked on her shoes. “Oh. Great. Thanks. Needed that.” She sighed. “Come on, we'll get you cleaned up inside.”

ii.
“Oliver, open up!” Phoebe knocked on the hotel room door, hard. She had been knocking for a couple minutes and she didn't plan on stopping. “Oliver. We need to talk.”

A moment later the door swung open and Oliver looked out at her. His eyes were red with huge circles underneath them, and his hair was a mess. She peered around and looked up at him.

“Did you just wake up?”

“Thanks to you, yes.” He turned and walked back into his room, leaving the door open for her. Phoebe sighed and followed him in, pushing the door shut. She turned on the lights and kicked trash out of her way as she stepped over to his bed where he had sat down.

“So I told Paige and Piper not to let you drink anymore.” She crossed her arms and looked down at him.

“You what?”

“This isn't healthy, Oliver. You need help.”

“No, I don't. I'm fine.”

“You're not fine. You're a drunk.”

“Is this your big emergency? Is this why you came pounding on my door? Because I really don't want to-” Phoebe reached out and placed a hand to his cheek. His eyes closed and his mouth shut. There was always something warm that moved through him when she touched him, and he couldn't help but pause for it. “Why are you here?” He asked it quietly, opening his eyes to look up at her.

“I don't know,” she said with a simple shrug. She tossed her purse down and sat down to take off her shoes. Then she pushed the trash off of his bed and patted the mattress. “Lay down,” she said softly.

Oliver wanted to argue, but looking at her and her warm brown eyes gazing back at him, he couldn't. He just did as he was told and stretched out on his side. Phoebe moved and stretched out beside him, laying so that she could face him. She reached her arm around his waist and moved herself closer.

Her hand rubbed his back slowly and she kept her eyes on his. He watched back, keeping quiet, and found himself relaxing with her there. After a while he reached out and ran his thumb against the curve of her eyebrow, then he leaned closer and kissed her forehead lightly.

She sighed and closed her eyes as she cuddled closer. “This okay?”

“Yeah,” he whispered, just staying close. “It's good.”

iii.
“Duck!” Phoebe launched herself off the stairwell and sent a kick into the warlock's head. Oliver jumped out of her way and fell to the floor, his eyes wide.

“What the hell-”

Phoebe ignored Oliver and continued sending hits and kicks at the warlock until he blinked out of sight. She groaned loudly. “Nooo! Next time, you're dead meat!” She took a moment to get over it and sighed, then turned around to look at Oliver. She couldn't help but smile slightly at the look on his face.

“So...when you say you're one of the good guys...you mean it, huh?” Oliver got to his feet and brushed himself off. He was more used to meteor infected baddies than actual demons or warlocks. So far he preferred the ones he dealt with.

Phoebe looked at him carefully as she nodded. “I guess...I have some explaining to do?”

He nodded slowly and bent down to pick up the flowers he had brought in with him. “Maybe just a little.” He looked down at the crumbled bouquet. “These...were for you. You know...to thank you, but...”

Phoebe lit up and moved towards him with her hands out. “They're beautiful!”

Oliver smirked and shook his head. “Not anymore.”

“Yes. They are.” She snatched them from him and leaned her face into them to smell them, then smiled up at him. “Thank you.”

He shrugged, his smile going a bit shyer. “Thank you.”

iv.
Phoebe and Piper stood behind the bar together at P3, and not that she realized it, but Phoebe was watching Oliver across the room. He was seated on one of the small couches and a couple of young girls were beside him, flirting with him. Phoebe couldn't tell if he was honestly flirting back or just being nice, and she wasn't sure if it mattered to her or not.

“Interesting how he continues coming here even though he quit all the drinking,” Piper commented, bumping her hip into her sister's.

“Hm? What? Huh?”

Piper gave her a teasing smile. “Mr. Queen over there. What? Haven't noticed that he's here?”

Phoebe broke her gaze from Oliver and looked at Piper, an innocent look coming over her face. “I don't know what you're talking about.”

“Any night that he's in town and you're here...he just happens to show up.”

“Maybe he likes P3,” Phoebe shrugged.

Piper laughed. “Uh huh, I'm sure that's it.” She nodded towards Oliver. “Why don't you take a drink over to Mr. Who Wants To Marry A Millionaire. He looks a little uneasy with all those girls.”

Phoebe looked over as well. Oliver now had a group of girls around him and he did look uneasy. She was actually surprised by that. She figured a guy like him would love the attention. He looked up and met her eyes and his brows went up, silently asking for help. She gave him a big of a smile and grabbed a bottle of water.

“Not a word,” she pointed at Piper, before heading across the bar.

Phoebe walked around the penthouse and looked at everything. She came to a window and looked out across the city for a moment, before stopping to look over her shoulder at Oliver. “This reminds me of a place I used to live in.”

“Yeah?” He came over and stood beside her, his hands in his pockets.

She nodded and looked out the window again. “Another lifetime it seems.”

“I know the feeling,” he nodded. He stood with her quietly for awhile before rocking on his heels a bit. “So...what do you think of it?”

Phoebe glanced around once more before letting her eyes settle on his. “I like it better than the hotel room, but...what does this mean? Are you moving here?”

“I don't know,” he shrugged. “I still...have obligations in Metropolis, but...I like being here, too.” There was a way he looked at her when he said that and something in her heart fluttered. She tried not to smile too much.

“Well it's a great city,” she nodded, tearing her eyes from his.

“It's incredible,” he replied, still watching her.

She felt his eyes on her but she wouldn't look at him again. She was a little afraid of what would happen if she did. She knew Oliver still wasn't whole. She knew he was getting there, and she didn't want to be a distraction. She didn't want to be something he clung to because he needed something to hold on to.

“Phoebe?” He asked softly.

“So, tell me more about this Robin Hood thing you do,” she said, changing the subject.

He laughed and let the air lighten between them. “You only get to know since I know about your secret.”

She looked up at him with a grin. “Cross my heart, I won't tell.”

“Better not. Come on, let's go sit.”

They sat down and Oliver told Phoebe about Green Arrow. He also explained to her how The Green Arrow was currently on a hiatus, and that made Phoebe frown. Her head tilted. Most days he sounded a lot brighter than he had when they first met, but sometimes that pain seeped back in and she could still feel it on him. She hated that he was still holding on to whatever it was he couldn't let go of. She hesitated before placing a hand on his knee.

“You can lock up your arrows Oliver, but no matter what you do...you can't lock up the hero. I know how hard it is to keep two identities, but at the end of the day it's all the same person. They're both you.”

“I guess the problem is...” He looked to his feet and let his hand fall over hers, giving it a squeeze. “I've had a hard time figuring out who I am without him.”

“That's something only you can find,” she said softly.

There was a long moment of silence before he looked up to meet her eyes. “I'm starting to think maybe I have. Thanks to you.”

Her eyes darted away and she breathed slowly before she could look back at him. “I appreciate the words, and...and man,” her lips turned up a bit. “You know how to knock a girl off her feet, but...” She leaned in closer so she could lock her eyes on him that much harder. “I don't want to be your crutch, Ollie. I...” She paused, unsure how to word it or even if she should. She closed her mouth and shrugged. “I want to be the girl you want, not the girl you need.”

His gaze softened at that and his hand came up to her cheek. He closed the space between them, his mouth inches from hers. “You are the girl I want, Phoebe. And you're the girl I need. Can't it be both ways without it being a bad thing?”

Her pulse pounded through her veins. She wanted to kiss him so bad. She wanted to take those words and wrap her arms around him and kiss him. But she was still scared. “I don't know,” she whispered.

His lips got closer to hers, brushing them, but not quite kissing her yet. “You rescued me,” he said.

It took every inch of willpower she had to bring her hand up to his lips and push him away. “That's not enough for me,” she said carefully. It hurt to say it, because of the look of disappointment that washed over his face, but also because of how much she wanted it to be enough. She was also afraid of how he was going to feel, which just made her realize even more that it wasn't the right time. “It's not over,” she murmured, pulling her hand away from his face.

“Promise?” His eyes were large, sad, and so inviting. She bit her lip and nodded, keeping that space between them.

“I promise.”

Oliver had been in Metropolis for over a month, so it was no big surprise that his first stop back in San Francisco was to visit the Halliwell Manor. His car came to a stop outside and he smiled when he saw Phoebe's car in the driveway. They had spoken on the phone almost daily while he'd been away, but he had still missed her. There was something about her bright smile that just added so much to a conversation with her.

It had also been almost two months since their almost kiss, and they hadn't really talked about it. He was glad. He still felt awkward about it, not because he had tried, but because deep down he knew she had been right. He hadn't been ready. But so much had changed since then. Maybe he was finally ready, and maybe he wasn't, but either way he wasn't going to press it. He just wanted to see his friend.

He knocked on the door and stood there for awhile, but there was no response. He glanced around a bit and rang the bell, waiting again. Still no response. He surveyed the cars in the driveway and in front of the house and figured that everyone should have been home. He tried to peer into one of the windows beside the door, but it was stained glass so there wasn't much luck there.

Then he heard something shatter. He frowned and put his ear to the window and heard screaming. Phoebe was shouting. He couldn't make out what she was saying, but he could hear her panic. In no time at all he backtracked to his car and grabbed his case that held his bow and arrow. He had finally brought Green Arrow back out back in Metropolis, and he hadn't had any intention of not bringing it all with him. Once again, it was all a part of Oliver Queen and he couldn't leave home without it.

He ran back up to the front door and knelt down to pop the case open. He picked up his bow and situated his arrows, then gently tried the knob on the door. The door opened. He crept inside and held the bow up, ready to fire. From the sounds of things something was happening in the attic, so he started up the stairs in that direction.

He saw through the door to the attic that things were breaking. He saw people moving. And when he got close enough he saw the nastiest demon he had yet to come across with it's hands around Phoebe's neck. A quick glance around also showed him that Piper was knocked out cold and Paige was trying to heal her, while shouting towards Phoebe. Before Paige could get up to go help her other sister, Oliver planted his back foot, aimed and shot an arrow straight between the eyes of the demon. It howled and let go of Phoebe, who did a back flip to get away, then kicked the demon in the gut. It went stumbling backwards and Phoebe looked Oliver's way quickly. He smirked and winked, then moved forward to shoot another arrow.

He got the demon in the chest that time and it distracted the demon long enough for Paige to jump into action.

“Potion!” She shouted.

Oliver watched as a small bottle appeared in Paige's hands and she uncorked it, then threw it at the demon. Phoebe rushed to her side where they chanted a spell, and Oliver watched as the demon lit up and burst into flames, then ashes. Adrenaline was still running through him and he just stood there in slight awe.

Phoebe and Paige attended to Piper once the demon was gone, and it didn't take long for Paige to bring Piper back around. Paige hugged Piper and Phoebe jumped up to run across the room and throw her arms around Oliver. He was still staring a bit shell shocked at the entire ordeal.

Even so, his arm went around her. “I...it...I-you..”

“Yes, it was trying to kill me and you and I and it,” Phoebe nodded and grabbed his face so he would look down at her. “You've got some luck showing up at the right time,” she said.

He mouthed wordlessly a bit more and met her eyes. He and all the confusion melted, and he nodded. “I guess so.”

“My very own hero,” Phoebe said softly. A crooked smile crept onto his lips at that, and before he could respond, she was pulling his face down to hers and kissing him. He was shocked to say the least, but he didn't waste any time in wrapping his arms around her and kissing her back.

“Ohhh, awkward,” Piper said across the room. “And they're blocking the door.”

“I got it,” Paige sighed. She set a hand to Piper's shoulder and orbed them out of the attic. Phoebe and Oliver hardly noticed as they broke their kiss.

“What was that for?” He asked, not letting her go.

“Figured it was time,” she whispered against his lips, before leaning up to kiss him again.
