In a nutshell, Meer Campbell (as I play her and, as I see it, in canon) has several sides:

1) "Lacus-sama." This is a cheerful, hyper-genki face that she puts on to cover up whatever she actually feels. To an extent, acting this way has become so natural that it is her. "Lacus-sama" can also be a battle tactic, particularly with people like Rey, Stan, and Mello, all for various reasons.
2) Emo!Meer. Emo!Meer comes out right after Lacus-sama is shattered. Meer is left, essentially, completely off-guard and vulnerable.
3) Meer Campbell. At heart, Meer wants to help people. When not trying to be Lacus-sama, she is willing to listen to people, and, though a bit flighty and odd, wants to be needed and supported at the same time.

She is dominated by a drive to be needed in canon which I have extrapolated to a drive to be appreciated in relationships. Sometimes, this drive to be needed and help people leads her to, well, piss off her "projects," people she thinks would be much happier if she could just completely alter their personalities. She likes it when people boost her self-esteem.

Non-SEED Relationship List (In Order Of Appearance On The CFUD Cast List).

Hitsugaya: Meer thinks that he needs help with his ducklings. He is a Project.

Chizuru: Meer likes Chizuru. Though initially perturbed by Chizuru’s request to “autograph” her breasts in lipstick, Meer appreciates Chizuru’s flattery, kindness, and support, whatever the motive may be.

Ishida: Meer adores Ishida. This has, in part, to do with an affection for Heine, who was (besides Athrun) the most familiar face in Camp Fuck You Die, but mostly because he’s always nice to her. He can tell her off, but she’ll bounce back, because he’s been generally nice - letting her sleep in the Arts and Crafts Hut and making her, erm, a more practical outfit. She wants to watch out for him and help him, even if her “help” is completely misguided.

Ichigo: Meer has talked to Ichigo, like, twice, but the fact that he always seems to tolerant of her eccentricities is definitely a plus.

Bob the Angry Flower: Bob springs up at the oddest times. Meer is confused.

Mello: Meer thinks he’s a gay manslut. Damn him for not liking Splenda and making entirely too much sense! He must be talked down to until he sees the light of great cleavage!

Near: Same as Mello, minus the manslut bit.

Lu Xun: Still wants to take Lu Xun home as a puppy, probably.

Alphonse: Meer believes Al can do no wrong. He’s sweet, corrects her insanity only gently, and quietly encourages her to be, well, Meer. She gets a sense that he isn’t really making fun of her for being Meer, but has noble impulses about whatever it is that he wants to do.

Nishi: Can’t he just get along with Ishida? Meer would like to make Nishi a Nice person and, so far, is failing miserably.

Zim: … great dislike.

Murata: Meer adores Murata for being a fanboy, and demands that he cheer up when he is being an emo kid, because he’s nice to her and she’s going to make sure that he’s happy, dammit!

Tetra: Dislike. Meer is not a wench!

Chisame: Oh, Chisame. At first Meer and Chisame bickered as RIVAL IDOLS OMG, but this has since turned into a more cheerful exchange of idol “wisdom.” Meer finds Chisame rather supportive and, erm, open to crazy.

Neji: “Damn him! Damn him and his gay and stealing Itachi and making so much sense and making fun of her! Damn him damn him damn him!”

Itachi: … oh dear. Meer tried to slap Itachi for “insulting” Athrun on the first day, and things have gone downhill ever since he used the, um, whatever the hallucination Sharingan is. Meer, with her eternal optimism, began a quest to make Itachi a better person by stalking him and annoying him, and, somewhere along the way, developed and tried to repress a crush on him. She claims that she’s still trying to reform him. She’s mostly lying.

Kabuto: … Meer would like to trust Kabuto. He makes the good kind of sense.

Stan: Meer is the queen of fakes at CFUD (… making Stan the king and Russel the drag queen? How many fakes are there?) and, for Ari’s sake, used these fake-detector-no-jitsu skillz to call Stan out after he claimed that he’d killed Nishi. She’s angry that he used Ari for the gear thing, but can’t hate anyone she thinks she’s gotten the best of!

Ari: Ari is sweet, doesn’t put up too much of a fight to Meer’s nonsense, and doesn’t mind being stuffed in boobies. Meer adores him. He, Al, and Murata are the boys that Meer thinks she has to “look after.” She doesn’t really know how to do that, but she’ll try!

Anakin Skywalker: Like Itachi, Meer picked a fight with him on the first day. He, along with Neji, is probably one of the two people at CFUD that Meer actively loathes.

Michael: Meer thinks he’s an adorable little woobly. Also, Athrun-in-training, must be brought up properly.

Momoko: Meer likes Momoko because… well… how could you not? Momoko is always cheerful and supportive.


SEED Relationships (By First Name).

Athrun: In the series, Meer is very fond of Athrun. It’s not clear whether or not this is her acting on her “duty” as Lacus or if, like Lunamaria, she really has a crush on Athrun. I play her as having, mostly, given up on Athrun after his escape from Gibraltar, but maintaining a protective, mother hen-ish air.

Auel: … have they even met?

Cagalli: Meer figures that she probably ought to dislike Cagalli, since Gil seems to dislike Cagalli enough to use Meer to interrupt Cagalli’s broadcasts. She hasn’t really noted the AsuCaga, however, and just dislikes Cagalli on general principle.

Dearka: I got nothin’. Meer and Dearka will probably never interact, actually, because Shinn will be too busy talking his commander.

Heine: Oh, Heine, one of two people she recognized at CFUD. In series, she is shown as being very polite to him, as well as fairly receptive to his easy flattery. She appreciates that he was kind, put up with her, and stopped being too offput by the whole “not actually Lacus-sama” thing.

Kira: Meer thinks Kira is the sweetest thing since ever. Which he is. She ignores that he is, um, head over heels for the real Lacus because he’s just that nice.

Lacus: ... well. Meer maintains a respect for, you know, Lacus-sama, but also feels that Lacus is unfairly butting in on her territory. After all, Lacus diappeared, Meer worked her ass off to take her place, and then Lacus came back and booted Meer out. How fair is that?

Nicol: He thinks she's Lacus! Wonderful!

Rey: Ofuck. Meer remembers Rey as “that kid who is more or less responsible for trying to kill Athrun,” and is absolutely terrified of him (and what he might to do Athrun. And Kira. And Lacus. And Heine. And, basically, everyone she likes at camp). She tries to put on her ditzy thing with him, but she knows that he knows that she’s faking, and will generally just get right down to being scared.

Shinn: Canonically, Meer knows Shinn’s name. Well, she did. She’s probably forgotten it.

Yzak: Meer is still trying to get him to be her fanboy.
