Canon: Bishoujo Senshi Sailormoon
Character: Sailor Aluminum Seiren
Timeline: Anime, between episodes 186-187 - so after she's shown up a few times, but before learning anyone's identities.

Personality:
Sailor Aluminum Seiren is a member of the Shadow Galactica, and one of the Sailor Animamates - which makes her a villain of the series, and by definition, evil. Despite that, Seiren's typical manner is easily distracted, naively cheerful, and very particular about etiquette. She prefers introducing herself and handing out business cards prior to attacking, and has...unimpressive work habits, showing more of an interest in food than her job. Seiren also has a dislike for clutter and mess, shown when she unhappily cleaned up "Nezu-san's" (Sailor Iron Mouse's) desk, mentioning how terrible Mouse's fate had been, and that it was making her hungry... Just about anything is an excuse for slacking off and snacks.

Seiren is commonly accompanied by Sailor Lead Crow, and according to Crow is her "eternal rival." Despite appearances, Seiren is evidently a capable member of the Animamates, 'competing' cluelessly against Crow. It's rather one-sided. When Crow lamented Seiren being transferred to a frontier planet Seiren only happily congratulated her on no longer having any rivals. This sort of oblivious good will is one of Seiren's main characteristics, maintaining it even while being berated by Crow for not doing anything (to which Seiren genuinely thanks her for her hard work). Most of Seiren's targets end up being picked by Crow, and she only approaches them herself after considerable goading, regularly forgetting what she's there for. Whenever you do see her working with Crow on stalking a victim, she's usually distracted by food of some kind, though she's happy to share with her compatriot.

Seiren is not a complete idiot, though, and can plan competently enough when left to her own devices. These times of motivation are few and far between, however; she's not remotely a reliable worker.

She is cheerful and ditzy, but not without a degree of cunning despite it - and it's possible that some of her flightiness is feigned. Her ruthlessness and lack of compassion occasionally shows when she's alone, and she's also capable of trickery - or at least, of using her usual nature to her benefit. At being startled at the sudden appearance of Sailors Uranus and Neptune (well, after reacting with delight at the flower petals that announce their presence; Seiren likes pretty things), she reacts with horror at the fact that they were standing on a table with their shoes on! When the senshi reacted with embarrassed apologies, Seiren and Crow used the opportunity to escape. Even so, that kind of outburst is not atypical for Seiren.

And her politeness can't be mistaken for being actually nice; she has no qualms about stealing the Star Seeds of others (the magical object of the season that the villains have to collect through extremely haphazard and ineffective means), even though it usually leads to them turning into a monster (and without aid, eventual death). She doesn't mind the contradiction of being very concerned about introducing herself properly and not being rude, while intending to kill who she's talking to. When she is being serious, more of that immorality shines through, and she never shows any remorse for her actions. Still, she's not terribly sadistic, and if she's confident, it never ventures into real arrogance.

Primarily, she is childish and somewhat pouty, and has an unfortunate tendency to not realize when it might be good to stay quiet, and not point out when a failure isn't really her fault. She can get away with it with Crow, but later on that obliviousness ends up causing her death.

Insults likewise tend to fly over her head. And according to the extra materials, Seiren enjoys songs and writing ballads, and according to Crow, she loved amusement parks.

Background:
In the anime, most of her history is unknown, only assumed that she was once a normal senshi who agreed to work under Galaxia. An action which spared her life, if at the loss of her own Star Seed. Galaxia's bracelets are the only thing keeping her from dying. (Different from her manga background, where she killed the senshi of her home planet in exchange for powers from Galaxia.)

At some point in her past, Seiren acquired her friendship/rivalry with Lead Crow, "competing" for Galaxia's praise - and with some success. In their introductory episode, they'd given Galaxia a few genuine Star Seeds, and after Sailor Iron Mouse's execution for failing on Earth, Galaxia ordered Seiren to the planet. Lead Crow went with her of her own volition, repeatedly doing much of the work for her (even going out of her way to try to give the credit for said work, to Seiren), while Seiren thanked her and ate snacks. It's a rivalry in name only - Seiren's oblivious to Crow's frustration and any attempt to get her to take things seriously, and seems likewise unaware of the depth of Crow's concern for her (even when Crow outright tells her that she went to Earth with her because she was worried; Seiren only sort of confusedly apologizes). Seiren refers to Crow as her "partner", never as a rival, and treats her like a friend - even keeping a picture of the two of them on her desk. And while the friendship itself isn't exactly one-sided, Seiren seems to consider it more innocently, taking for granted Crow's continued support.

Like Iron Mouse before her, Aluminum Seiren "works" for Galaxy TV, using the alias of Aya Reiko, and dressing like a normal businesswoman (it's also where she got the idea that she should start using business cards to introduce herself).

But despite her laziness in attitude, Seiren ended up coming across a true Star Seed by sheer chance, after catching Usagi's transformation into Sailormoon, and learning her identity. Guessing that Usagi must have one, she sets a trap for her - one that almost works. After coercing her onto a plane, knocking out most of the passengers with sleeping gas (and converting the stewardesses into monsters to help her), she gets Usagi nearly alone in first class, successfully restraining the only people with her. Unfortunately for Seiren, those people were the Starlights, who transformed and freed themselves. Also on the plane were the Inner Senshi, who promptly came to help - so even though Seiren ended up learning everyone's secret identities, she was also faced with a fight against eight people. After a single failed attack, she fled.

Also unfortunately for Seiren, she'd failed one too many times, and Galaxia is one of those villains who kills off their underlings right when they learn something important (and of course never give them the opportunity to share that information). It didn't help that Seiren wasn't properly respectful - she'd promised that she knew who had a real Star Seed, and would obtain it. And on failing, she only protested that it wasn't her fault, that she hadn't known that there'd be so many senshi. Even Crow's frantic warnings to apologize didn't work, and Seiren realized too late the danger she was in (Sailor Tin Nyanko's mocking "I bet you didn't actually find one" comments didn't help the situation either).

Like the other Animamates, Seiren does not have a Star Seed - something that's necessary to survive. Instead, she has a pair of bracelets that allow her to live without it, as well as remove the Seeds from others. Galaxia can remove those bracelets at will, and does so, killing her.

Abilities/Additional Notes:
Seiren is stated to have control over water or ice, and though it's never shown in canon, can supposedly influence people through song. She only has a singular named attack, "Galactica Tsunami." While in the manga it seemed to involve her hair and was fairly strong, in the anime it was more of a joke. Possibly the power is determined considerably by how much fluid she has available, since when she used it in the anime, she was on an airplane, where her supply consisted of... juice boxes and water bottles. The results were not spectacular. However, she prefers turning humans into Phages and having them fight in her place while she runs away. Normally that would involve teleporting with a telephone booth, but that wouldn't apply here.

Like the other Animamates, her main attack is to use her bracelets to remove a person's Star Seed. The discs of light they produce can be dodged or deflected, so it's by no means an auto-hit attack. They're also capable of being used as a simple projectile weapon. Destroying her bracelets, however, means auto-death for her.

If she successfully removes a Star Seed, the victim almost certainly turns into a Phage - a monster that obeys her orders. Only Sailor Senshi have the correct sort of Star Seed, and all others are 'false' and result in monsters once forcefully removed. Without being healed, they would remain in that body, and eventually die. In the game, it's possible someone with healing/magical reversion/similar sorts of powers could also be able to restore a Phage.
