LONDON-Work to build 16 giant, icebreaking liquefied-natural-gas carriers that will move the commodity from the Yamal LNG project in Siberia to Europe and Asia is picking up speed, easing concerns that the development could be delayed as sanctions have crimped financing options.
Greece-based Dynagas Ltd. is teaming up with Chinese shipping giants China LNG Shipping Co. and Sinotrans Shipping Ltd. to order five tankers that can smash through two meters of ice to move LNG cargoes to Europe during the winter and to East Asia in the summer. Late Monday, the three companies agreed to set up a consortium in which Dynagas will own a 49% stake and the two Chinese companies the remainder.A person directly involved in the Dynagas deal said the three partners are satisfied by assurances that the Yamal project will start operations in 2017 as targeted, “because if that wasn’t the case, they would not invest in such ships that cost multiple times the price of regular tankers and are purpose-built to operate in the Arctic with icebreaking specifications.”
Yamal intends to commission a total of 16 carriers, of which 15 are now in the works. Beyond the five from the new Greek-Chinese consortium, a consortium led by U.S.-listed Teekay LNG Partners will build six vessels and another, led by Japan’s Mitsui OSK Lines, will build three. Russian flagship shipping company Sovcomflot will own one, but could eventually build more vessels. The Teekay vessels are scheduled for delivery in 2018 through 2020 and will operate under fixed-rate contracts until 2045.
U.S. sanctions on Novatek, the project’s leader, have barred the project from raising long-term dollar financing, forcing the partners to seek more money from Chinese lenders than originally intended. The project partners have, so far, failed to secure the $15 billion or so needed to complete the project, which is around 30% finished.
