It's what someone dresses up in to look like someone else. There's a holiday for it, where people dress up as scary things.

That does not make a very convincing Dalek with just a dome. I wonder if it is made from Dalekinium, I still need a new domepiece.

Well, I'm sure the rest of the costume exists too. And I doubt it's make from Dalekinium.
Yeah, I never really got this one myself, but I didn't grow up here. I'd try asking Rose. ;)
