Talk to everyone! Popular or not. No one will like you if you try to weasel your way into the most popular cliques and friend groups anyway. If you happen to make friends with popular makers then that's a different story, but if your intention is to make friends with a predetermined group of people already then I don't think you're doing it for the right reasons.
just like in jr high and high school, people know each other. it is not the end of the world and it's not like people have friendship quotas or something. just leave a comment to whatever you want to reply to. if they reply then great, if they don't then move on.
I don't think the way you've phrased that is particularly fair. Nor does your expectation seem realistic, as has been pointed out. It seems to imply that you have tried interacting with all of us and each of us has disappointed you individually by not offering to be friends immediately. It takes time to get to know people and in the end we are all people. Just because I happen to make icons, doesn't make me respond to people and/or friends any differently.
I, for one, would be happy to interact with you, discuss icon making or shared interests. But don't expect me to hug everyone I've never met before silly just for the sake of it. ;)
I agree completely agree with what the others said.
It's always difficult to get accepted as a new member of a social group and it simply does not work without making an effort of getting to know people. And to really become friends it takes time and patience. But that being said, everybody went through this process at some point (if it is ever complete at all), so there's no reason for you to be discouraged. Just go for it!
