Made with Adobe Photoshop CS3.
Level: Medium. Uses curves.

1. Crop the image and resize it to 100x100 px.

2. Duplicate the base and set it to screen 100.

3. Layer > New adjustment layer > Hue/Saturation. Set master saturation to +30.

4. Layer > New adjustment layer > Curves

RGB
Input 1: 41
Output 1: 67

Input 2: 120
Output 2: 142

Input 3: 182
Output 3: 213

5. Take this texture:
(made by girlboheme) and paste it as a new layer. Set it to soft light 100.

6. Take this texture:
(made by I have no idea, but it's someone I list here) and paste it as a new layer. Set it to hard light 80.

7. Duplicate the base and drag it to the top. Set it to screen 100.

8. Layer > New adjustment layer > Black & White. Set it to soft light 100.

9. Merge all layers.
