Made with Adobe Photoshop CS3. Not translatable.
Level: Hard. Uses selective coloring and curves.

1. Start by cropping the image to 100x100 px.

2. Layer > new adjustment layer > Curves

RGB
Input 1: 69
Output 1: 90

Input 2: 158
Output 2: 193

RED
Input: 72
Output: 81

GREEN
Input: 75
Output: 85

BLUE
Input: 150
Output: 169

3. Layer > new adjustment layer > color balance

Midtones: 19, 11, -30

Highlights: 18, 0, 15

4. Layer > new fill layer > #e6f9fb > soft light 100

5. Layer > new fill layer > #d4ecf3 > color burn 100

6. Duplicate base > drag to top > soft light 70

7. Layer > new adjustment layer > selective color

REDS
Magenta: 13
Yellow: 30

YELLOWS
Cyan: -30
Yellow: 20

NEUTRALS
Cyan: 15
Magenta: 10
Black: 10

8. Layer > new adjustment layer > hue/saturation > master saturation +25

9. Merge all layers
