take your base:
Duplicate your base and set it to Screen 50%
Now for the selective coloring:
Red: -100,0,100,0
Yellow: 100,50,-100,0
Blue: -100,30,100,0
Neutrals: 32,15,-15
Duplicate your base again and set to Softlight 50%
Now Color Balance:
Midtones: -21,14,-6
Shadows: 22,0,17
And Hue/Saturation:
-2,11,7
and you're done! flatten, add some text and sharpen! heres my final product:
