Open up your picture and crop it down to 100x100.
And you can sharpen it if you wish, though I didn't.
Next make a new fill layer and fill it with #00022e and set it to exclusion 100%.

Make a selective coloring layer and use the following settings;

REDS:
-22,0,+58,+100
YELLOWS:
+100,-65,+79,-81
GREENS:
+61,0,0,+53
CYANS:
0,0,0,+80
BLUES:
+60,+39,0,+34
MAGENTAS:
0,-4,0,0
WHITES:
+3,-78,+2,-68
BLACKS:
+11,0,0,+31

Make an exposure layer by going up to layer >> new adjustment layer >> exposure and use the following settings;

EXPOSURE: -2.32
OFFSET:0.0000
GAMMA CORRECTION:1.52

Make a new Hue/Saturation layer and use the following settings;

MASTER:
HUE:0
SATURATION:+25
LIGHTNESS:0

REDS:
HUE:0
SATURATION:+24
LIGHTNESS:0

CYANS:
HUE:0
SATURATION:+23
LIGHTNESS:0

Make another selective coloring layer and use the following settings;

REDS:
0,0,+45,+16
YELLOWS:
0,0,0,-100

Make one last selective coloring layer and use the following settings;

REDS:
-100,+100,0,0
BLACKS:
0,0,0,-50
