In seven easy steps ;)
Made in Photoshop CS3, uses curves, selective coloring, and brightness/contrast. I included a .psd.


Open your base, crop it, prepare it. I used a beautiful picture of Gillian Anderson :)

1. Duplicate your base, set the new layer to screen 65%.

2. Create a solid color layer (layer > new fill layer > solid color) and fill it with #131b4f.
Set it to exclusion 100%.

3. Create another solid color layer and fill it with #edf1a9.
Set it to multiply 30%.

4. Create a curves layer (layer > new adjustement layer > curves).
Channel : RGB.
First point - input : 60 ; output : 60.
Second point - input : 181 ; output : 194.

5. Create a selective color layer (layer > new adjustement layer > selective color) with the following settings. Also, /!\ set this layer to 21% /!\
* Color : red.
- cyan : +100%.
- magenta : 0%.
- yellow : +100%.
- black : 0%.

* Color : yellow.
- cyan : -100%.
- magenta : +55%.
- yellow : 0%.
- black : 0%.

* Color : cyan.
- cyan : +100%.
- magenta : -60%.
- yellow : -55%.
- black : 0%.

* Color : neutrals.
- cyan : -30%.
- magenta : 0%.
- yellow : 0%.
- black : 0%.

6. Create another selective color layer with the following settings :
* Color : red.
- cyan : -20%.
- magenta : 0%.
- yellow : 0%.
- black : 0%.

* Color : yellow.
- cyan : -100%.
- magenta : +100%.
- yellow : 0%.
- black : 0%.

* Color : white.
- cyan : 0%.
- magenta : 0%.
- yellow : 0%.
- black : -30%.

7. Create a brightness/contrast layer (layer > new adjustement layer > brightness/contrast) with the following settings :
Brightness : +3%.
Contrast : +5%.

Flatten your image, you're done ! I'd love to see your results :)
