Made in Photoshop 7.

Please note: I recently used this coloring for a batch of icons and I changed the tutorial a little for nearly every picture. I didn't use the Color Balance layer in most of the icons. I lowered the opacity for the Soft Light layer for some icons. I adjusted the Hue/Saturation layer on some icons, too. So use this as a guide. It won't look good on every icon.

1. Crop base, sharpen, etc.

2. Layer > New Adjustment Layer > Curves
RGB: 90, 120

3. New layer. Fill with #173252. Set to Soft Light, opacity 60%.

4. Layer > New Adjustment Layer > Selective Coloring
Reds: -78, 0, 100, 100

5. Layer > New Adjustment Layer > Selective Coloring
Yellows: 100, 0, 20, 0

6. Layer > New Adjustment Layer > Color Balance
Midtones: 5, -18, -5

7. Layer > New Adjustment Layer > Hue/Saturation
Master saturation: +30

All done :)
