To achieve the effect, stamp a red soft-edged brush on a new layer and set it to lighten. In IR or whatever animation program you use, adjust the opacity of that lighten layer from 50 - 100 for each frame. Reverse the opacity for a couple of frames and then increase it again. Run the animation with no frame delay.
