there are two ways, one is to use a custom chape that comes with photoshop, it looks like a wheel sort of, and you just choose the colour and make it the size you want.

the other way it to take a blank canvas, then take your rectangular tool and create a stripe along one end, fill it with your chosen colour, then do the same with the second colour, next to the first, merge all, copy both stripes and duplicate next to it, repeat until you fill the whole canvas, then go to filter > distort > polar opposites
