Start out with your base... I am using this one

1. DUPLICATE YOUR BASE and set to SCREEN 63%

2. DUPLICATE YOUR BASE again and set to SOFT LIGHT 70%

3. Make a new FILL LAYER with the color 07142F and set to EXCLUSION 80%

4. Take this gradient
[from Crumbling Walls] and set to SOFT LIGHT 100%

5. Next make a new CHANNEL MIXER LAYER with these settings:
Red: R; 114% G; 6% B; 6% [constant-0]
Green: R; -2% G; 102% B; 0% [constant-0]
Blue: R; 4% G; 4% B; 96% [constant-0]
Set this layer to LIGHTEN 47%

6. Now SELECT ALL, COPY MERGED [edit>copy merged], THEN PASTE.

7. Now go to VARIATIONS [image>adjust>variations] and then click DARKER [only once] then click MORE MAGENTA. Then set this layer to DARKEN 35%

8. DUPLICATE THE BASE LAYER and set to DARKEN 40%

9. DUPLICATE THE GRADIENT from step 4 and set to DARKEN 100%

And you are finished!
