1. First off Sharpen your base

2. Go to Gaussian Blur (filer>>Gaussian Blur)
Put the radius to 1.3
Then set this to softlight 100%

3. Open up a new fill layer, fill with 4D5892, set to softlight 100%

4. Open up another fill layer fill with CEC57D set to multiply 100%

5. Next up is a Color balance:

Midtones: -34,-25,-28
Shadows: -17,-4,8
Highlights: -25,-16,34

6. My picture was a little dark so I did a curves layer:

RGB: Input: 100 Output: 138

7. Selective Color:
Reds: -28,-20,100,29
Yellows: -100,100,100,-36
Cyans: 100,-100,100,100
Blues: 100,100,-100,100
Neutrals: -26,-17,-11,10

8. Last new fill layer, fill with 181143 set to Exclusion 100%

9. Last step is a Hue and Saturation:
Master Saturation: 35
Set to Darken 100% (Opacity depends on the image)

And you're done!
