I was wondering how to achieve those kind of coloring, which seem to be pretty popular around DeviantArt users.

You didn't mention which program you are using. The top picture definately uses some selective colouring, esp. increasing the cyans in the neutral category. The second pic has at least a dark blue layer set to exclusion.
