get this colouring in nine easy steps!

* used photoshop
* very translatable

1.  prepare your base as needed (don't screen or sharpen though, that's later!)

2.  sharpen, then fade sharpen* to 45%

3.  duplicate base and set to screen as you see fitting (so the image isn't too light, but somewhat lighter than it originally was)

4.  make a new layer, fill with red #FF0000 and set to colour dodge 18%

5.  make a new layer, fill with navy #06286F and set to exclusion 40%

6.  make a new layer, fill with light blue #4EBAFF and set to screen 16%

7.  make a new layer, fill with medium grey #8F8F8F and set to multiply 16 - 36%

8.  make a new layer, fill with black #000000 and set to soft light 10%

9.  flatten your image, duplicate the base and set to soft light 32%

* if you're using PSP, make your unsharpen mask on a lower setting.  i believe that's how you do it!

if you use a base with a lot of white, it will end up like this, just a heads up.
