- Fill your layer with black and draw out a box with the selection tool. - Use "Selections > Modify > Feather" set on a couple of pixels to give it a softer edge. - Select the Airbrush tool (I don't have PSP 9, but in PSP 8 it's in the drop-down menu next to the ordinary paintbrush) set it on white with the density quite low, around 20ish, and scribble inside the box to fill it roughly.
- Still without removing the selection box, use "Adjust > Blur > Gaussian Blur" to blur it so it looks less pixelly. (Radius 2 ought to be enough.) And then maybe duplicate the layer and set it on screen if it comes out too dark. It's not exactly the same effect, but it's pretty similar:
(You could always run the smudge brush along the edges to get rid of the speckles, but I quite like them actually.)

I'm pretty sure PSP9 has that feature, I dunno about 8 it's been a while.
