how do i get this coloring in CS2. just the coloring. not the textures. i asked the maker but got no reply

I think it's selective colouring and maybe a bit of exclusion. Try playing with those settings and see.

Use selective coloring to bring out the reds in the icon. Add a yellowish multiply layer and a light blue color burn layer. It looks like she used a texture by peachinparis and set it to color burn on top, too.
