actually i made that and did a tutorial for it at studioglam. I'll post it here for you:

Let's start with this image or start with something of your preference.
Brighten the image a bit by using curves set at I: 54, O: 51 (RGB). It should look like this.
Next copy and paste the image twice as new images and on those copies pick two colors. I chose #018eff and #ce01d9.
Fill those two images with the colors and set them to lighten. Flatten the images and copy one at a time and paste them on the original picture.
One the first pasted image set it to darken and move it to either the left or right at a desired length. Do the same on the next image.
By now it should look like this. Next grab the eraser tool and erase the area on her face so you can get a good look of the original image. Flatten image and then...
