in 003 blacks is +45 all?

I tried this, 'cause I've always wondered how people do this, but I don't know how you do 'selective colouring' is there an option for this somewhere? I use PSP 9... any help would be greatly appreciated! :P

I'm sorry, you can't do selective coloring on PSP.
I have both PSP7 and PS7, so if there was another option, I'd know about it.
You'd have to play around with color balance, curves, and some color layers instead of selective coloring.
