GIMP-related question

A lot of icon-makers use dark blue exclusion layers for some really nice colouring on their icons ...

The GIMP doesn't have the option for an exclusion layer. anybody out there who knows a good equivalent, or some way to achieve the same effect with the GIMP?

i just use a subtract layer
