A PSD would be the complete colouring tutorial, so when you open it, it has all the settings done already.

Why dont u use Action in PS to use tutorial each time u want? x_X'

If you do know of a tutorial or can give me a quick idea of how, just basic and I'll try and work it out from there I started using PS 3 weeks ago so I'd appreciate that, I'm completely lost apart from what PSP also has and selective colouring. :)

well, u open PS, open pic u want to work with. To go Windows-Actions. Create new folder. Then there's Record button (red circle), click it and start making steps from tutorial. It will remember all. After that, u press Stop button, go to name of Action, click it for hide all steps, and then each time u want to use this action, u have to open any pic and just press Play.
