I'll be using PS CS2 but easily translatable to any other program.
Step 1. Duplicate your base and set it on overlay.
Step 2. Flatten your image (merge all layers).
Step 3. Make a new layer.
Step 4. Fill it with #162D49 and set it on Exclusion 100%.
Step 5. Make a new layer.
Step 6. Fill it with #0F1B45 and set it on Exclusion 50%.
Step 7. Flatten Image (merge all layers).
