Eeek, first tutorial! I decided to lose my tutorial-posting virginity so here I am. With tutorial.
Involves selective colouring. Made in PS7 so I imagine its translatable to a certain degree.

So, start with your base. Mine is of Frou Frou, that horse from the Disney film The Aristocats, for those of you playing at home. Shut up about my taste in movies. Disney is tehawesome.
Now, duplicate it once and set it to Soft Light.
New Selective Colour layer, the settings are:
Reds -
C > -100
M > -32
Y > +96
B > -100
Neutrals -
M > +66
Y > +25
B > +29
Now, duplicate your Soft Light layer and desaturate it, then set it to 50%.
Now the optional part is to add this texture by me:
...and set it to screen. You may want to play with the opacities, or erase where you don't want the texture to show.
Then add text/brushes/whatever and you're done.

A warning though, it'll only work well for certain images. I tried it on another image I had and it came out looking really, really weird.
