I think this is my third or fourth tutorial.




1) Get your picture crop and sharpen if need be.
2) Duplicate 5 times.
3) Set the first duplicate to Screen 100%
4) Set the second duplicate to Screen 100%
5) Set the third duplicate to Screen 100%
6) Set the fourth duplicate to Screen 100%
6) Set the fifth duplicate to Soft Light 100%
7) Merge Layers
8) Fill layer with #1d2460 Exclusion 60%
9) Fill layer with #6eb2f8 Soft Light 100%
10) Select All, Copy Merged, Past (Ctrl+A / Ctrl+Shift+C / Ctrl+Shift+V) Color Burn 36%
11) Now go back to the Soft Light light blue layer and delete that
12) Fill layer with #f6f1e6 Multiply 100%

**I went back and put a Gaussian Blur on the Color Burn layer at 3.9 but that depends on the picture.
