what is the best Tutorials anyone has for Black and white icons?

For the black and white one, use a black and white gradient map and then play with the brightness/contrast as well.

I should mention that the gradient map is for PS, I don't know if PSP has them and you didn't specify your program :)

Oh! My Flacky icon. Here;

For the Flack icon, I just change the colored image by desaturating it and then using it as my base. Then from there, I duplicated it, set it to screen, duplicated it again and set it to softlight.

Then I played around with the opacities for a bit. It's really just that. :)
