i remember seeing that, like it was a pop art tutorial by amwp or something?

i dunno if photoshop has the POLAR COORDINATES setting, but if it does, then this is how it goes.

have a bunch of alternating stripes, maybe like 10.
then just go to polar coordinates and have the settings on 'rectangular to polar' & edge mode >> wrap

this looks to me like done with Animation Shop - pinwheel effect. Do two images, one filled with black, other with white, paste them as animation in Anim Shop and then do pinwheel animation, pick any frame you like from the ones you got and paste again into photoshop and you have it.
