Today we are going to make this 
I made this in PSP 9 but I am pretty sure you can make it using another program.
Okay lets get started.
1.
This is going to be your base.
2.
Okay now paste this texture into the frame and set it to screen 100%
3. Duplicate the screen layer and set it to burn 100%
Your icon so far should look like this

Okay now paste this into your frame and erase the white parts. Move the frame to the right side of the icon. Your icon should now look like this
5. Now pick a picture you want to use to go in the photo frame and resize it to 49 x 49.
I use this picture
6. Now paste the image and move it until it's in the photo frame.
Your icon should look like this
7. Now set pete at screen 100%. Now duplicate him and set him to Hard light 100%.
8. Now duplicate the screen layer of pete drag it to the top and desaturate him. Then set the layer to Soft light.
9. Now this is tricky. Go back to the layer were we put the picture frame in.
Add this texture above that layer and set it to Soft light 100% and then duplicate the layer
10. Merge all and save, you're done.
