Ok, this question may sound a bit confusing.

Ok, so I want to zoom in on an icon or other photoshop project to use my brush. Say I put a circle brush on 1 pixel. When I zoom in, it stays big. Is there any way that I can make the brush smaller? Or am I pretty much screwed? Thanks!

Do you mean the brush becomes bigger when you zoom in? There's no way to stop that, and when you zoom back out it'll be small again.

basically when you zoom in...the brush zooms too....so its just going to be the one pixel magnified by 200...800...1600, just like your picture is.

When you zoom in and you've put a brush on it, it's going to get larger. When you zoom out it's going to get smaller. Which is why it's called zooming.

Are you sure your brush doesn't look big because you're zoomed in?

here's two things that might help you:

in photoshop, no matter what size you're looking at your documents in, you can use the open bracket key [ to make your brush smaller, and the close bracket ] to make it bigger. Just hit as many times as you need.

if you need to work zoomed in (I do, I wear bifocals) you can make your document whatever size you need by holding the option key and scrolling u and down with your mouse. Once you have the document the size you need, go to WINDOW > ARRANGE > NEW WINDOW and you get a second copy of your document which you can keep at 100% while you wwork on the big copy so you can see what it looks like in the real size as you work.

It'll look the same size when you zoom out.. I'm a bit confused about your question. Are you asking how to change the brush size? You can do that. I wouldn't know how in ps though.
