My first icon tutorial.

In PS cs

1. New layer, fill it with #0b2144. Set it to Exclusion 100% 
   
2. Duplicate the base. Set it to Soft Light 100%
3. Make the layer black/white. (Strg+Shift+U)
   
4. Merge all.
5. Duplicate the base. Set it to Overlay 50%.
6. Merge all.
7. Sharpen.

I've used this method on a lot of icons <3
