I just got photoshop elements, and whenever I make an icon there is always a thin black border around it how do i get rid of that?

When you upload it, it will go away.

Are you seeing a thin black border when you work on the icon, and after you've saved it, or only when you're working on the icon? Photoshop and Photoshop Elements both put a black border around an image to define its edges, but that border is not part of the image. If you save an image and view it in your web browser you should find the black border isn't there.
