I went through the memories & FAQ, but I didn't find what I was looking for... Either I just missed it, or it's not there

You create the small animated part and then add the background, set the image size equal to layer size and merge the background with one of the animation frames. The thing is that all layers apart from the background one are not the size of the image, but just as big as the animation is.

I use this tutorial by faile02 to make mini-movie icons with PS7/Image Ready. I'm sure you can adapt it to make an icon like your example :D
