i think you can achieve the colouring in all of those icons by using curves. and maybe a dark blue exclusion layer...

i think it would be better if you told us what program you're using.
but i think
- curves
- light blue color burn layer
- dark blue exclusion layer
would work.
and urm... something else... i'll have to try it out when i get home.

last one: [psp x]

background
duplicate and set to softlight
new layer // fill with #0b1639 and set it to exclusion at 100% opacity
new layer // fill with #f4a883 and set to multiply at 42% opacity
duplicate the base and set to soft light
now merge all // press ctrl+copy // ctrl+z
and then paste
now go to adjust >> brightness and contrast >> levels

rbg: input levels [0] [1.42] [255] output levels [0] [225]
red: input levels [0] [0.35] [255] ""
green: input levels [0] [0.72] [255] ""
blue: input levels [0] [0.72] [255] ""
and press ok

new layer // fill with #0b1639 and set it to exclusion at 100% opacity
now merge all // press ctrl+copy // ctrl+z
adjust >> brightness and contrast >> brightness and contrast

brightness: [4] contrast [16]
press ok

third one: [pspx] this one was uber hard, and im sure it was something simple with curves, but yea... sometimes curves hates me.

background
duplicate screen
duplicate soft light
new layer // fill with #14063e set to exclusion at 100% opacity
new layer // fill with #ffec99 set to darken at 100% opacity
merge all // press ctrl+c // ctrl+z
paste and set it to soft light at 63% opacity
adjust >> brightness and contrast >> threshold at 130 [i did this to get that glowosh white around them, depending on the picture, and not to much white]
adjust >> blur >> gaussian blur set to 10
merge all // press ctrl+c // ctrl+z
layers >> new adjustment layer >> color balance

color levels:
midtones: [-59] [29] [10]

merge all // press ctrl+c // ctrl+z
adjust >> hue/saturation >> hue/saturation

hue: [-9]
saturation: [36]

new layer >> fill with #0b0c15 and set to exclusion
go to your brushes and select a round brush with the hardness really low and make a line

result:
